Philip Paul Shapira博士現(xiàn)任英國曼徹斯特大學(xué)商學(xué)院教授、技術(shù)和創(chuàng)新政策研究中心主任,兼任美國佐治亞理工學(xué)院公共政策系教授。其主要研究方向是創(chuàng)新管理和創(chuàng)新政策、科技政策、經(jīng)濟(jì)和區(qū)域發(fā)展、產(chǎn)業(yè)競爭力、技術(shù)軌跡和評估。Philip Shapira教授先后在美國國會(huì)等多個(gè)國際領(lǐng)先機(jī)構(gòu)任職,是多個(gè)國際期刊主編或編委會(huì)成員,主持和參與科研項(xiàng)目50余項(xiàng),其中多項(xiàng)研究成果獲美國國家級獎(jiǎng)勵(lì),參與出版著作50本,發(fā)表學(xué)術(shù)論文200余篇,是創(chuàng)新管理與創(chuàng)新政策領(lǐng)域的權(quán)威人物。

The presentation considers the emergence of distributed forms of technology assessment. Focusing on the US case, with other international examples, there is consideration of the rise and fall of formalized technology assessment in the USA. This draws on the experience of the Congressional Office of Technology Assessment from the 1970s through to the 1990s. More recently, the US has seen the re-emergence of new approaches to technology assessment. The example of the Center for Nanotechnology in Society in the 2000s through to the present is discussed, including the approach of Real-Time Technology Assessment. Comparisons and contrasts are offered of the conventional and new distributed approaches, with a review of the strengths and weaknesses of each and consideration of the broader insights arising from these cases.
